In terms of stars power, the Royal Rumble Final 2000 had notable names, but the reason why it exists as one of the worst finals of all time is due to the fact that the result was incredibly predictable, with the rock as the only obvious winner.
The inclusion of X-PAC in the Final Four was also questionable because the fans never fought it as a simple star, so he felt like fodder. Kane was not exactly at his peak in terms of position on the map either at the time of the Royal Rumble 2000. Big Show was involved in the main event, but he was still a great level below the rock.

The Royal Rumble of 2022 men is considered one of the worst of all time, and the Final Four certainly reflects a part. Brock Lesnar was a tired and repetitive act at the time, Drew McIntyre had no dynamics, and no one really believed that Matt Riddle will be released as a winner.
In addition, the inclusion of the Surprise Surprise Shane McMahon in the Final Four was ridiculous, especially since the fans had become so sick to see him under the projectors of WWE programming.

It is important to remember that in 2009, Cody Rhodes was not yet a star, and at the time, he was one of the lackeys of Randy Orton, with Ted Dibiase. The inclusion of these two in the last four added to the story of Orton using his allies inherited to go to the last part of the match and to eliminate the triple H rival, but on paper, he makes a field weaker.
It was obvious that Rhodes and Dibiase had no chance of winning the match, and they were easily eliminated by Triple H, which was then thrown by Orton.

Seth Rollins was the only obvious winner for the Royal Rumble 2019 match, but it also saw WWE presented a terrible Final Four. Braun Strowman was far from the same level as he was in the past, and the same can be said for Dolph Ziggler who was a clear at this point. In addition, Andrade was an intermediate card hopeless to push, so his presence was weird.

Alberto Del Rio is considered one of the worst winners of Royal Rumble of all time, it is therefore not surprising that the 2011 Rumble which he won also has one of the lower fours. Wade Barrett had dropped a lot when this match drove, and Santino Marella was a Jobber comedy whose second performance was put in place as a joke.
Randy Orton was the only real star defined in the Final Four of the Rumble 2011 match, but he alone could not save a very low participant Final Four.

The Royal Rumble of 1999 was not great, the accent being put only on the quarrel between Steve Austin and Mr. McMahon, who has each reached the Final Four. The total lack of concentration on anything else was obvious, because the Final Four also included Big Boss Man and Gold Brown, which had no kind of star power in 1999.
From the moment this match began, it was quite obvious that Austin and McMahon would arrive at the end, and WWE did not try to add a kind of excitement or intrigue by including other big stars in the final section.

The earthquake may have been a fairly notable heel at the time, and the British bulldog had a decent popularity, but their inclusion in the Final Four in the Royal Rumble of 1991 did not make favors to distract because That Hulk Hogan was the only clear choice to win everything. Especially at the end, Hogan overcoming the chances was clearly planned, with him according to the same formula he had followed in almost all his games.
Less said about the inclusion of Brian Knobbs in the last four of a Royal Rumble, the better.

The first Royal Rumble matches suffered from a lack of star power with the type of match which is not yet completely established as an annual show. In 1989, the Final Four was made up of Ted Dibiase, Big John Studd, Akeem and Rick Martel.
There were decent median median card talents involved, but compared to some of the battles between the best stars and the main events in the rumble matches of the future, this exists as a weak field.

The very first Royal Rumble match had no participation or main event of Wrestlemania to win, which explains why the last four had no massive or defined stars. Of course, the people involved were talented, but Jim Duggan, Don Muraco, Dino Bravo and One Man Gang are not in the conversations of Mount Rushmore, or even for the rubble below.

One of the worst Final Fours came during one of the weakest royal matches. The unpopular Reigns novel was pushed strong despite the fans who flow it in the building while he was fighting on the old and tired of the twinning of Big Show & Kane.
Once he had overcome these chances (and after the rock made a surprise appearance), the Midcard Rusev card champion introduced himself to attack Reigns, only to be thrown away. No one bought Rusev as a winner, and in 2015, Big Show & Kane had a fraction of the power of the stars they had in the past.
